The text is undated, so the year is an estimation. From the introduction:
This incident took place in the end of the 19th century, and would be inconceivable in modern times. Certainly, the human condition has certain similarities throughout history, but the world has never been as full of bearded ladies, Siamese twins and the spurned wives of fishermen as it was during the spring of 1894. But I digress.
